Joe’s Priorities

  • Anne Arundel County residents are feeling the pressures of the economy, job market, and inflation. The average home value in District 6 is over $590,000, 1.5 times higher than the Maryland average. Energy bills are higher due to outdated infrastructure and strain from Data Center development in nearby counties. I plan to:

    • Improve zoning and permitting in Anne Arundel County, to ensure the implementation of mix-income and affordable housing development across the county,

    • Ensure smart growth and comprehensive solutions to improve the energy infrastructure and clean energy transition, while working to build smart workforce development solutions to ensure economic growth opportunities for residents, and

    • Find solutions to support residents to reduce costs for childcare, healthcare, and other necessities so everyone can live their lives fully and authentically.

  • Anne Arundel County Public Schools serves over 83,000 students, is the 37th largest school district in the nation, and 4th largest in Maryland. As a former student from the AACPS system, an advocate for the Safe and Inclusive Schools Policy, and member of the 2024-2029 strategic planning committee, I will continue work to ensure:

    • All students have every resource available to achieve academic excellence no matter their background,

    • Our teachers are afforded competitive salaries, opportunities for professional growth, as well as reduced class sizes prioritizing retention, and

    • Address the issues of aging infrastructure with buildings prioritizing safety, security, and technology integration. This will foster community trust and confidence in the system.

  • The connection to the natural environment and waterways like the Severn and South Rivers and the Iconic Chesapeake Bay drives the deep appreciation and responsibility for environmental protection in District 6. Starting at the Chesapeake Bay Trust, and working with many local environmental organizations through my career. I will bring my background an experience to:

    • Co-create nature based solutions with communities to address environmental challenges including, stormwater runoff, sea level rise, and tree equity in our district,

    • Increase access to parks, water, recreation, and greenspace for everyone, no matter their location or zip code, and

    • Invest in sustainable clean energy programs to ensure homeowners and businesses have access to community driven solar and electric vehicle infrastructure, among other solutions.

  • Under the current federal administration our families, neighbors, and friends face many threats to public safety. From gun violence, to immigration raids, to online threats targeting the LGBTQIA+ communities and those who do not agree with our values. There is much work to do to ensure the safety and security of all of our residents. I will:

    • Ensure that our communities are protected through community policing, firefighting and EMT models, which meet communities where they are, and work to find common solutions, including ensuring immigrants feel protected and not surveilled,

    • Invest in community programming that provides opportunities to young people, elders, and teens to feel safe and secure. Where they see themselves represented in programming and resources investing in their growth, and

    • Expand the roles of community liaisons with governmental agencies, and non-profit entities to ensure our crisis response teams have the resources to continue their important work.

  • One of the largest roles of local government is ensuring that every public dollar is invested strategically and transparently on behalf of our residents. Having managed programs where nearly 100 million dollars were invested into our communities stemming from federal, state, and local sources; I have the experience needed to make sure that we are good stewards of your taxpayer dollars. As your County Council Member I will ensure:

    • Budget decisions will be made with transparency on the real impacts to our residents, and in order to keep our Triple-A bond rating from all three major credit agencies, 

    • I will work quickly and efficiently to resolve problems, so residents of Anne Arundel County can thrive, and

    • Review and implement a holistic strategy to ensure long-term financial health and resilience to economic shocks and the challenges our county may face in the future.
